Teaching Numbers 1–20 to SEND Learners: A Practical Visual Approach

Learning the numbers 1–20 can involve several different skills at once: recognising numerals, saying number names, counting objects accurately, understanding quantity and putting numbers in order. For some SEND learners, tackling all of these together can create unnecessary cognitive load.

A practical visual approach breaks the task into smaller steps and keeps the language, layout and routine predictable. The aim is not to rush through 1–20, but to help the learner connect each written number with a meaningful quantity.

Start with quantity before speed

A learner may be able to recite “one, two, three...” without yet understanding what each number represents. Begin with real objects such as counters, cubes, buttons or toy pieces.

Ask the learner to give you a specific quantity: “Can you give me 4 counters?” Then show the numeral 4. Repeating this connection between number symbol and quantity helps make the numeral meaningful.

Use one-to-one counting

When counting a set of objects, encourage the learner to touch or move one item for every number spoken. This supports one-to-one correspondence and makes it easier to see whether an object has been counted twice or missed.

For larger quantities, placing counted objects into a line or a ten frame can make the set visually clearer.

Teach in manageable number ranges

There is no rule that says a learner must practise all twenty numbers in every session. If 1–5 is not secure, working repeatedly within 1–5 can be more productive than adding more numbers.

A possible progression is 1–5 → 1–10 → 11–15 → 16–20 → mixed 1–20. Move forward when the learner is reasonably secure, while continuing to revisit earlier numbers.

Match numeral, quantity and number name

Use three representations of the same number:

  • the numeral, such as 7
  • the written number name, seven
  • a visual quantity, such as seven dots or counters

Ask the learner to match them. At first, offer only two or three choices. Increase the number of choices when the task becomes easier.

Use ten frames and structured visuals

Ten frames can make quantities easier to recognise because the learner does not always need to count from one. For example, a full ten frame and three extra counters visually represent 13 as “10 and 3 more”.

This also prepares the learner for later addition and subtraction work by showing how numbers relate to ten.

Practise sequencing in both directions

Number order is another separate skill. Use number cards and ask the learner to arrange a short sequence such as 4, 5, 6 and 7. Once ascending order is secure, practise counting backwards over a small range.

If a learner struggles, leave a number line visible. The visual support can be reduced later rather than removed too early.

Include missing-number activities

Try sequences such as:

6, 7, __, 9
12, __, 14
__, 18, 19, 20

Begin with a number line available and gradually encourage the learner to answer without it. Keep the number of missing values small so that the task tests number order rather than working memory.

Keep instructions visually and verbally simple

Use short instructions such as “Count the dots,” “Find 12,” or “Put these in order.” Avoid changing the wording unnecessarily if the learner benefits from predictable routines.

Clear page layouts, limited distractions and plenty of spacing can also make it easier for a learner to identify what they are expected to do.

A simple 15-minute number session

  • 3 minutes: count real objects in a familiar range.
  • 3 minutes: match numerals to quantities.
  • 3 minutes: put number cards in order.
  • 3 minutes: complete a visual worksheet or ten-frame activity.
  • 3 minutes: finish with a familiar success task and briefly revisit any difficult number.

Some learners will need more repetition and others will move on quickly. Adjust the range, visual support and amount of prompting to the individual rather than expecting one fixed pace.

Moving from number recognition to early calculation

Once quantities and number order are becoming secure, simple addition can be introduced using the same visual materials. For example, physically combine 6 counters and 2 counters before writing 6 + 2 = 8.
